The economic self-governance and meaningful work tasks

Åland is a self-governing and demilitarized region belonging to Finland. Ålanders make up 0.55% of Finland's population. 

Åland's Regional Government

The Government of Åland is a state administration and the highest executive authority, which thanks to self-governance, among other things, prepares laws and makes decisions concerning Åland's own affairs that fall within Åland's competence. 

Åland's areas of competence include, for example:

  • business and industry
  • education
  • healthcare
  • social welfare
  • infrastructure 
  • culture. 

To finance the self-governance and the public duties carried out in Åland, 0.47% of the revenues in the state financial statement are returned to Åland, according to a so-called equalization basis. In addition to this, a tax equalization takes place, where certain taxes paid in Åland are returned in full to Åland.  

Working in the public sector

The Government of Åland is also one of Åland's largest employers, with an administration consisting of a government chancellery, a legislative drafting office, five departments, 15 independent authorities and a property agency. Including the authority Åland Health and Medical Care, the total number of employees is approximately 1,700 people. 

All employees work in one way or another for Åland, for everyone who lives and works here, and for Åland's self-governance. The Regional Government offers important and meaningful work with the goal of making Åland an even better place for everyone to live and reside in.

The Government of Åland also offers flexible working arrangements, for example there is the possibility to work up to 60 percent remotely if operations allow. 

The organization has a strong collegial community, while employees regularly come into contact with citizens, businesses, authorities and organizations, both throughout society and internationally.

Self-governed and demilitarized

Åland is a self-governing and demilitarized region in Finland. The self-governance and demilitarization make Åland unique in this part of the world.

Thanks to self-governance, the people of Åland have, among other things, the right to:

  • enact laws on their own internal affairs
  • exercise budgetary power.

Åland's legislative assembly is called the lagting and can be compared to a parliament. The lagting appoints the regional government, which is Åland's government.

The rules on self-governance are compiled in the Act on the Autonomy of Åland. The Autonomy Act can only be amended by the Finnish Parliament in a constitutional manner and with the consent of the Åland lagting. The current Autonomy Act entered into force on 1 January 1993.

The Demilitarization

Åland is demilitarized and neutralized. This means that military forces are not permitted to be present here. It also means that Åland may not be fortified and must be kept outside of military conflicts in the area. The demilitarization also means that anyone who has the right of domicile and has moved to Åland before the age of 12 is exempt from military service.

Åland's demilitarization is a result of Russia's defeat in the Crimean War from 1854 to 1856. At the Peace of Paris in 1856, the Åland Servitude was established, guaranteeing that military installations may not be built on Åland.

Åland has its own legislation in the field of education

Thanks to self-governance, Åland has its own legislation in the field of education. This means we have our own:

  • Primary school act
  • Primary school regulation
  • Curriculum. 

The curriculum has drawn inspiration from both Finland and Sweden.
